Simple tips to keep you safe. 

Never pay upfront for your art. 
Always have a work-for-hire contract to keep you safe. 
Ask all questions. If you're not comfortable, walk away.
Know what book size you are doing before you hire for art.
Know that the art will need to be at least 300 dpi for printing.
Your illustrator must make room for the text if it's on the page with art.
